failed can be a lot of reasons, like expiry is wrong or the card is issued in a different country to your located or the account country is different
can only suggest try a different payment method or link the account to steam and purchase on steam and see if it happens there
if deleting and readding the payment method doesnt help
to link to steam , install the game via steam and play a character for a bit and log off , you should then see the steam linkage in your swtor account
