If you have 2 mods that have the same symbol on the mod (for example health from the 1st lvl) and equip them both on a single toon you get a bonus. For the health mods (regardless of what else they give) you get a +10% bonus to health. If both of those mods are 15th lvl, the bonus increases to 15%.
You can get multiple set bonuses, that may (need testing/clarification) stack with each other. You can also have multiple different set bonuses, each with their own requirements.
