Mods is a rat race for all PVP. Arena, GW (since made from real teams) will get ridiculous. In order to destroy that RG with an additional 30k health i need to up my Reys damage by 30% and speed by 25%. No one wins. It becomes an arms race. Bad for the game.

The plus side is it should make PVE easier. Those teams struggling to beat heroic should be able to overcome that with some mods on key toons.
