# of Hera shards in the $10 pack?

When I got mine it stated 25 shards which took her to 2* upon activation. A number of my guild mates said they got 15/30 post activation. Is there some sort of bug flying around with this pack or what...

I think you are having some miscommunication. After the event and before the pack, she will be 15/30.
