The raid is designed to require more participation that's why the health is so high. That keeps a few players from beating it while the rest of the guild posts zeros. It's working as intended. If you don't like the two options to make the raid go faster, the the only one left is to stop whinning and get used to the fact that you'll be pulling dead weight and taking forever to complete it. Let's take Tier IV for example. It is "intended for": lvl 70 characters with gear lvl VIII, no omegas and no zetas.
Even if you have full participation of your guild, if you attack it with the "intended for" toons, it will take well over a month. Phase 1 alone would take weeks.
Is that really what they intended?
If it is, then after your month long grind the rewards you receive don't come anywhere close to the level of effort your guild put in.
I don't see how any of this is "working as intended".
