4.5m gp = 5.5m gp?
Can anyone explain why at 4,520,000 GP I would get matched up against 5.5mgp+?

There's no reason to think new gp matchmaking doesn't have a gp related component to it. At this stage it's pure speculation that people will be all over the place within each division.
