I don't think there's any way to ban a device ID, the closest you can get is banning IP addresses, but that is easily fixed by resetting your modem if on WiFi or clearing your cookies if on data. So whatever you do it will be useless.
Having worked with mobile social games before, yes you can ban device ID.
