I much rather have a team that is extremely difficult to beat in TW, GAC, and arena than a character that will do good in raid, but still will not guarantee you getting any good rewards, because you end up being in the top 20 instead of first place because 19 other people in the guild also have him and if you arnt in the top 10 of HSITH, it is pointless to even go through the trouble since the rewards are so crap
I do believe Kylo is good in every aspect of the game.
Concerning the HSTR in your scenario you have a guaranteed place outside the top 19 with Rey
