I'd probably rank them like this:

Tier 1a: Kylo
Tier 1b: Rey
Tier 2a:GAS
Tier 2b: DR, Padme
Tier 3a: JKR
Tier 3b: CLS, Triumvirate, Shaak clones, Geos, NS, GG (probably a few others, tiers tend to expand as you drop down)

You'll notice that the meta before the GLs consisted primarily of all Tier 2 teams. No JKR.

Actually JKR was one of the best counters to Padmé (for me), could counter DR, some teams could counter GAS. Held on D. I think you’re underrating him. Also was the best for raids, other than GAS.

Yes, teams can typically counter up one tier - I can beat JKR with CLS and GAS with Padme or DR, but that doesn't make those teams as good. JKR is still the better team than CLS and GAS is still the better team than Padme or DR. They're what's considered the counter-meta.
