Max. 7 with some undersizing and cross-faction borrowing.
• Executor, either bare bones with just the 5 BH ships or with EH / borrowed Empire ships (Empire has a full fleet now and any holes can be plugged with the 3 non-Empire Sith ships).
• Malevolence, undersized with just the Sep ships. Can no longer reliably counter anything since it was "fixed".
• Negotiator has ships to spare, but you can no longer afford to use mixed-fleet counters / defense fleets with Sun Fac or TIE Bomber and ruin other fleets in the process.
• Home One can spare a ship as well. But you better have Bistan's crew reliced and Cassian's at least at g11 if you want to counter anything serious or put up a defense that isn't a complete pushover.
• Chimaera / Executrix. Could be pretty decent now if you have the Gauntlet crew geared and the new Interceptor unlocked. But of course if Negotiator borrows TIE bomber or Malev steals ITF the fleet falls apart.
• Finalizer works well enough on offense with the 5 FO ships assuming you have Echelon unlocked.
• Raddus still has to make do with 4 Resistance ships plus 2 rebel/GR leftovers. You could throw in 2 Sith ships but there's zero synergy.
Even with 7 fleets you can only afford to lose 1 battle. There's no cleanup fleet after a second loss.- winterwolvesRising Scout

For the moment, I doubt that full clears will be very common with this change. So a person with 5 fleets won't be guaranteed to drop out of kyber. If we are getting a new meta capital ship, I can see the need to increase to 3 defenses, and why they introduced two tanks for FO and Raddus to round those two fleets up
Those two tanks still don't fill out the FO and Resistance fleet. There is a tremendous lack of available ships.
If we were actually getting that capital ship and another dozen ships to support that and what we have right away, then I can see them increasing it in a few seasons. At least tell us the plans for ships. We getting any more? - A new capital ship would only replace an older capital ship. It won't give us a new fleet.

Defence
1) Rebels - full fleet (I don’t feel stupid relic’ing SRP now ?)
2) Empire - full fleet
3) Negotiator - full fleet
Attack
1) Executor - 5 BH ships….this is enough to win/mirror
2) Malevolence
3) Finalizer
Clean up - Raddus (no way near enough ships) - NotRealUltraSeasoned Newcomer

Finalizer is it’s own offensive fleet
Male, Nego, Rebels are also full fleets
You have raddus too and an thrawn led fleet too
It also raises importance on getting the SS ship that everyone was saying is passable
We have 3 for offense and defense but little to no room for error depending on how you set defenses - Dislike!
