Admiral Raddus Legacy Tier

Probably just him at a certain gear level. Isn't that how they did the Dash event?

Oh the previous one quite differed. Some legacy events required more than 1 marquee at 5* ;)

No, it's always just been five stars. The Starkiller characters (except for Dash who came first) required themself and the preceding one (so Kyle required Kyle + Dash, Talon required Talon + Kyle, and Mara required Mara + Talon). Inquisitors have required all of the available Inquisitors (up to Fifth Brother requiring all five). Standalone characters (Iden and 50R-T) have only required themselves.

So since Raddus is either stand-alone or the first in a series of something he's probably only going to require himself.
