All little confused?

So I've been playing this game for almost a year and I try to stay in the meta most of the time. I'm ok with it changing as much as it does but I'm really confused on the making characters farmable part of this game. R-1 characters added to shipments for crystals ok I get that, but death trooper and krennic there already also? With those two going chromium shouldn't the r-1 characters have gone to other locations to farm? Now I am far from whale status but I do keep my crystal subscription renewed every 21 days plus the occasional splurge so do I have to farm through shipments or are they going to be added elsewhere? Can anyone please clarify?
