Incorrect on both accounts. This is a fan kit. And it's not Arkan Soldier, but Arkan Commander. There's a difference.
If this is not fan fiction then please point to on Wookieepedia the articles related to Arkans.

Funny, you talk about fanfiction but you made a kit for someone who was given any semblance of relevance or lore….by the fanbase and not the people in charge. I.E they made up their own character
