I don't think they harass you on purpose. Unless you been impolite or annoying as hell during their payouts... But imagine a group of people that know each others for a while by chatting everyday. Then when they climb up they have to choose between attacking you or their shard mate they know... They will obviously choose to attack you. If their group is large enough that's probably why it feels so harrassing, because they probably don't have much choices left when climbing up. You can either join them or live with it until CG chooses to change the shard system, which they said they're happy with.
