I like the idea of his abilities reducing accuracy, would explain how Luke and Han avoided getting shot so often.

Reduces Accuracy on all opponents, doubled against Imperial Troopers.

Seems legit.

Have him be Hermit Yoda-esque in that he does not directly attack but rather than buffing your team (HY) he interferes with their team.

INCESSANT RAMBLING - (Basic Ability): C3-PO starts talking and won't stop. Daze target enemy for 3 turns.

MY COUNTERPART - (Unique Ability):
If R2-D2 is present, he attacks every time C3-PO uses a special ability.

He will definitely not have leader ability, as he is wimpy, insecure and a big whining baby for most of his screen time.
