You would stress them out more but giving them too much and then watching them not focus and run out of resources.
They already get more resources then we used to, and the early period is what trains them on how resource managment works in this game.
So many new players come here looking for why they are not able to make a team, or keep resources and almost all the advice is to slow down and focus. You cant have it all.
Giving them 10 (random number) of toons at 3 stars because they were all marquee event toons will not help that early management situation.
But again, non of what they are "missing" matters because everyone they are playing against and allying with are missing the same things. If a new player wants to "keep up with the jones" and looks to a 1 or 2 year player and says that's where I should be, then they have the means to get there, $$.
It's not that they shouldn't help new players get going in the game, it's that they already do that. But they csnt change the pace of the game early on without it causing issues later, and they will always air on the side of caution when increasing the pace, which is why we see them adding things slowly, to help keep the economies in balance.
