Can a dev please confirm that a speed primary mod CAN NOT roll a speed secondary? IE: 30 speed primary stat with a 12 speed secondary

Clearly you've haxx0rd teh system. No, but do they give the proper increase to your toon? I.e. it's not just adding in one of the % and other is kind of a bug?
