Can a dev please confirm that a speed primary mod CAN NOT roll a speed secondary? IE: 30 speed primary stat with a 12 speed secondary

You could say max speed of any given character is:
Absolute Max for any character:
BASE + ((BASE - GearSP) * (SPMod * .1)) + (155)
Where:
BASE = characters base speed
GearSP = speed gained at current gear level
SPMod = 0 if not a speed mod set; 1 if a speed mod set
155 = 30 + (5 * 25 )
