They are saying that they want to focus on development of this exact thing, they just want to focus it on things that will have higher engagement.
A sandbox mode is not the only place to get this, as staggering as that sounds.
But there is no real reason they cant do it.
How much did they make on gl alone. Im sure they can afford to implement what the guy above posted. It reused current in game things.
