They are saying that they want to focus on development of this exact thing, they just want to focus it on things that will have higher engagement.
A sandbox mode is not the only place to get this, as staggering as that sounds.
"They want" - how about actually DO and maybe the issue of a practice / sandbox mode will go away.
But hey, go ahead and judge the merits or otherwise of a sandbox given that we don't, and never have had, one.

I would like to know what resources have they put into the game development in the last year. Please tell me anyone who thinks this game has improved in any way over the last year. A sandbox mode as people want with no refreshes has no monetary value to CG. If they can't squeeze money out of players, they won't implement it. This is the way. Change my mind.
simple. gear is where the money is at.
make a sandbox that only allows you to use your roster (2x, so you have full access to only your toons for offence and defense)
now the only way to really experiment is to invest in your roster.
anyone who think they can't monetize this in some way (using things they already use) just has a lack of imagination.
I do agree with you that CG does lack imagination now. They could definitely monetize a form of sandbox mode.
they never said they can't monetize it. if we can all agree on one thing, they do know how to make money.
They actually did. They said developing a sandbox mode would be expensive and “not free”. If they could monetize it for a decent ROI, then they would if they still had the creativity that the original team had.
And also to your point that anyone who thinks they can’t monetize this just lacks imagination, the players are not paid to have imagination, CG/EA are paid lots of money to have imagination and creativity.

Ok, they said they can’t monetize it as well as something else. That’s what too expensive means. Close enough.
nope its not close enough and no those 2 things are not the same.
in any business making money on something is never a certainty. Knowing you can put a price tag on it and that it will sell doesn't not = $X.
if they can't guarantee the income, that can lead to issues. this mode will always be an uncertainty in play time, and therefore will always be a an uncertainty in the income. making it a more risky investment.
uncertainty in the end or long term results, does not mean they can't creatively monetize it for an effective ROI to some extent. they have no control over that uncertainty. again, when they attach rewards to a game mode, they stabilize the long term plan knowing it will have some level of interaction and therefore some level of investment. that level can be determined and/or adjusted by the rewards incentive.
correct its not the player bases job from figuring out how to make them money, that doesn't stop anyone from trying and telling them how to do it.
