Can Zeffo be open for CMs/Plops if Bracca is being sandbagged (no stars)?

I'm pretty sure the answer is NO, but can't find a definitive answer anywhere.  We're short a lot of LS Plops after a guild shake up, so were thinking of sandbagging Bracca over 2 days.  We can unlock Zeffo on the first day, but I don't think you can do anything there until Bracca has been starred, which wastes a day on Zeffo
