Bounty hunters should have neutral tags. Jawas should have neutral tags. Tuskens definitely should be neutral. Pirates are kind of a mix, but I can see a couple of them being neutral instead of LS or DS.
They seem uninterested in the neutral tag since Hondo came out. Probably too much work.
