I play for a bit longer than 2 1/2 years and I agree. I still never have any Zetas I can "hoard". I am always low on them. Even Omegas are still a problem. I have lots of characters that don't have their Omegas. It's not just new accounts that have this problem. I think everyone struggles with Zetas unless you're endgame and "only" have to level the newest characters.
