Colonel Starck’s AI really hinders his usefulness

First of all I would like to thank the devs for bringing up this great kit for Colonel Starck, it is perfect for a pure Trooper squad. From that perspective I really appreciate this addition and hope it remains this was.

However, the AI of Starck prefers to use his AoE ability Blizzard Four Barrage over Scan All Wavelengths which would be a great support ability, especially if used out of the gate. The AI making that choice limits the Trooper’s arena viability on defense to a large extent, instead of them being a competitive matchup they become a unit that is handled with ease :(
If it would be possible to make this little change to the AI I, and probably most users of Imperial Troopers as well, would be really happy, thanks for the consideration

    Using "Scan all Wavelengths" first not only pumps the damage of your opening salvo and increases the chance of snowtrooper crits, etc. but if you use a Veers lead (my current leader), "Scan all Wavelengths" also gives every trooper 20% turn meter. As he is my fastest character (speed currently 259 with Veers lead, he would go first and give your entire team turn meter at the beginning of combat.

    I also agree with later posts that the TM reduction from Starck passive Zeta should not be resistable. It is not a ton of TM removal, only happens on his turn, and requires other active allies of a certain faction to even happen. Spending 20 Zetas on an already small effect which is made smaller via resists is not super appealing.
