Confused - Era Units (Loaned Units)

So... this is probably another post about the loaned units but I didn't see the question I was attempting to get answered in them (I might have missed one though!);
What causes the uplift in Loan Units for FTP players?
I have seen that in the store the £29 bundle gets you 2 loaned unit levels but I have seen other accounts with 5* and level 11 units (maybe they have bought multiple bundles?)
I did read the post for this Era but it was incredibly vague on the details on how and when the loaned units would see upgrades. If CG are prioritising paid players over FTP this is totally understandable, however I think the community would love some details on how the distribution will work.
