I'm not sure I agree @Synergy . Unless CC is serving a specific purpose for the toon (e.g. TM gain), you'll definitely want to give crit-based DPS toons 216% CD.
And even if CC is serving a purpose, you can easily get CC-level set bonuses through mod secondaries. There are no CD secondaries.
Farming lots of CD mods is very useful to get an optimal mod set-up, particularly as you need 4 to complete a set
