Set bonuses generally take a back seat to secondary stats and primary for the right side mods. Wasn't the case at mod launch but they got nerfed almost to the point of not being relevant.
I spend by far the most amount of time in the game playing w mods trying to figure out the most optimized sets for toons without having to swap all the time.
