Chirrut was presented in that horrible value R1 daily pack up to the start of January. From my perspective, people who topped up cassian and chirrut via those packs paid dearly per shard (I can relate as I farmed chirrut from 5 to 7 star from those packs). I think that should be taken into account as well when considering the release model at least for cassian and chirrut.
