That's a tough call. Some of these toons viable at 3* are at higher gear levels, and it's hard to tell if the star would make that much difference at wherever you can gear him, but it might work.
Keep in mind that the deathmark in the OP's example comes from a level 8 ability, and I know you absolutely can't do that at level 44 (physical impossibility). At your level, I think he would mainly be good for the dispell.
Also, it depends on what toons he's with. Some of the ones in the example are toons you won't have yet. So I don't know how he'll fit in with your roster. Again, if you find at your level that taunting tanks are a problem, then he could be good for the dispell (although you should be farming Boba and Qui-Gon anyway).
