Did CG really break their promise regarding gear changes?

So some guy goes to the Star Wars convention and asks CG when are you going to implement the other changes to gear economy as promised. A CG representative replies 'We have.' Then the convention...

At least there is now some kind of confirmation from Crumb in the Hynsey stream that there is still phase 1 to be finished.
