Did CG really break their promise regarding gear changes?

So some guy goes to the Star Wars convention and asks CG when are you going to implement the other changes to gear economy as promised. A CG representative replies 'We have.' Then the convention...

Thats the only gear grind in SWGOH imo

I don't think 5 pieces of gear is that bad for all characters in the game
