Our guild could turn out HR easy before the update, now we're struggling to get any TM reduction. Did something change??

TFP tenacity down will help you. Our guild has now a bunch of people doing it, after the "bug" fix.
Common team is Zader, Rex, QGJ, TFP and Tarkin. (This last one can be a sith/empire too).
Runs on auto from P2 and clears it in minutes on x4.
