Yes, he is underwhelming.
As much of your post alludes to, I agree that the bigger issue is the omi system in general, especially anything that isn't a GAC omi. At most, you can use a TW omi 4 times a month and you are merely 1 of 50 contributors. That's a really low impact per omi for my taste. Even if he were beast mode in TW and full auto'd every other team there, I still wouldn't give him 60 omi mats.
