Pretty much that. Not only RNg kills all the fun (better be gambling at a casino tbh) but also weak design and lack of balance. There are only a few ships and only those who can TL are worth the investment.
Not only they add a few ships only and lock many of them behind a paywall (are people actually paying for those ?!) but they also leave the old TL meta in the dust. We have 3 admirals who are supposed to have different mechanics but in the end you can't even build a 5 ships from one faction to get their buffs. Separatists or Resistance are here for no reasons, no synergy.
And as you said, everything is about having a max Biggs and spamming TL all day long. And the one who has the better RNG, hence his TL works, wins.
--> Boring.
