Do the Rebel scum have to be a certain gear level for the event?

I hope to have all 7* rebel scum by the event, but I'm not sure about their gear levels?

I had some low geared rebel scum. I had a g8 Leia scum and a lv62 g7 Luke scum and pulled it out. Took numerous attempts though. I also didn't have Wiggs scum so it was hard.
