Does Savage Need His Zeta?
I'm currently building out a Traya Sith team, and I have both Zetas on Traya. Should I invest in Savages Zeta to improve the team?

I would recommend getting his zeta and omicron
Yes.
I mean......you literally need the zeta to be able to apply the omicron, so yeah. If you not planning to give him the omicron, just don't bother upgading Savage, otherwise yeah, you need the zeta and the omicron for him to worth something in the Traya team.
