Drop the raid star requirements.
With the influx of new characters (primarily in response to Rogue One) who are possible to unlock, but impractical to 7*, it would be nice to drop the * requirements for toons who can be used in raids...

Don't really see why not, toons will still be more powerful at 7* then 4*
But is it really worth the effort to get those seven stars if it performs nearly the same without them?
The ally points and time required might not be worth whatever extra value you get from having it at seven
