Shipments are the intended way of getting zetas, challenges are bonus. This is the reverse of everything else, but it's still true.
You can buy zetas regardless of level. Finishing in the top 200 is easy--very few people do more than the 1 required attack for daily challenges, so gaining and holding ground isn't hard. That gives 1200 a day, so you can get 4 a week.
