Zeta is supposed to be a stellar ability that you must choose carefully. Opening the floodgates on zetas just because every character has a potential zeta ability isn't in the spirit of the zetas. Zetas also help encourage you to build a team around a zeta (or zeta a character that fits well into a team you've built) to strengthen your team. We don't need abundance of zetas to make it easier/quicker to completely switch to a new stellar character/team.
I like to ration my zetas and spend them where I'll get the most bang for the buck. I currently have only one leader ability zeta'ed (Cody's for phase 4 tank), because I find uniques and specials more worthwhile so I can switch my toons around and still get the most use from my zetas. Some may have zeta'ed 4 leader abilities, but only be able to use one at a time.
Looking at Commander Luke, likely his 5% health and 5% protection regain is a zeta. I've found that those kinds of zetas may make a toon a bit more effective, but are not necessary to make them strong, whereas Thrawn's unique giving him 100% counter attack and 100% tenacity is a zeta that turns him from decent to strong. Surely his leader is also a zeta which you might be able to ignore if you don't want to build a rebel team around his leader. Which gives him one more zeta which will probably be the one you need to make him a very strong toon. (All speculation here.)
You can expect when Theta ability upgrades become a thing in a year or two, then they'll make a way for zetas to be more plentiful.
That being said, new flash events seem to have 1 - 3 zetas as a first time reward in bonus tier. Enjoy. Save up your zetas.
