Zetas aren't all game changing and thus should be less rare, Omegas/skill points should take the same path since they're also required.
There wasn't much issue until they put dozen of zetas on a single team, if one wants to focus it has became way too expensive. 3 zetas on a single toon or zetas on each team character i.e. ewok rework and obviously rebels rework this month is not balanced content.
