You can buy zetas regardless of level. Finishing in the top 200 is easy--very few people do more than the 1 required attack for daily challenges, so gaining and holding ground isn't hard. That gives 1200 a day, so you can get 4 a week.
You can't buy zetas from fleet shipments until you reach level 82 actually.
