I just made a post like this a couple of days ago about pretty much the same thing... over 2k views and a lot of response in the few hours it lasted in general discussion

It got buried in "gear and UI" feedback (at least yours only got moved to character strategy where people might actually see it)
I agree that there should be some other method to obtain zetas other then fleets... or even an outrageously expensive form of removing them from a character in order to reallocate them...
It's becoming a parabolic curve of increased impossibility to keep up with all the new characters and reworks that require zetas... often making previous investments obsolete in the process.
