I think that you (and others) are dramatically misreading what's happening. Unfortunately, your dramatic misreading is the optimistic kind. You can't even get a 4* Raddus IIUC. Here's the quote:

You will first complete 4 tiers (4*,5*,6*,7* ships and any 4*,5*,6*,7* Capital Ship are required respectively) and unlock the featured Capital Ship at 4-Stars. Once those tiers are completed, you will unlock a repeatable event that rewards 10 Blueprints for each successful completion to finish upgrading your Capital Ship.

If you don't complete the 7* tier, you don't even unlock the Raddus. Nor can you collect your 10-20 shards/month. So you'll be however many months behind = the number of months it takes you to finish getting all the ships to 7* and all the toons geared up enough to complete the event.

Fortunately for me, 3 of the necessary pilots are relic'd already and all the ships and toons are 7*. I don't know that I'll get it done the first try, but at least I have a chance. We'll find out how hard the event is tomorrow.

So what happens if you don’t complete this event? Do you have to wait till it comes back around?

Two thoughts - we don’t know if you can refresh event also each time, which would allow whaling

The second thought is that if you can’t and you get 20 shards a month then it will take a year for 7*, meaning in Raddus is required for GL Rey it will be 2021 before they even get a shot.

You need ScavRey, Finn, RP, Poe, and (probably, hasn't been confirmed yet) Holdo all at Relic levels for GL Rey.

Many people, certainly everyone at 5Mgp+ who are in a position to be thinking about GA$ and GL toons, are going to either have Bossk & Ahsoka at relic levels or they'll be g12 and ready to be relic'd.

Carth and T3 you've got at 7* for Darth Revan and you'll have geared up at least one of them, possibly both, for Malak.

Unless the difficulty is off the charts (possible, but we'll see tomorrow so why not wait 20 hours to judge?) this is using enough ships whose pilots you either have geared or should be gearing that Ebon Hawk doesn't matter much.

Score that ship if you don't have it, but everything else, including the pilots should already be ready to qualify with a decent chance to complete the event.

As requirements go, these are ridiculously easy b/c they all overlap with Chewbacca, DR, Malak, GA$, and GL Rey.

Everyone complains when they've failed to meet requirements.
I have all those ships at 7* already and I only started playing the game the day Phoenix were released.
