No. Leia specifically called Old Ben into action and he asked Luke to join him. If that makes Luke a Rebel, then Ben should be as well. If someone thinks Luke became a rebel because he attacked the Death Star... well Old Ben was right there with him.
Han (Stormtrooper Han) didn't do anything for the rebellion in Star Wars: Ep IV. He rescued the Princess for money, and only jumped in to assist Luke at the very end of the Death Star battle.
Beside, if Old Ben was still around at the end of the movie, he most certainly would have been honored in the celebration as Luke, Han, and Chewie were.
