characters have a base dodge rate in their stats that is always 0 for some reason. Playing vs a team that has no evasion buffs/unique or anything like that you will notice some attacks will still be dodged. That proofs the 0 dodge rating is just plain wrong.
Lets assume its 10% for arguments sake ( i have no clue what it actually is)
10% dodge/evasion rate - 25% chance to evade = 7.5% dodge/evasion, not -15%
when there is a chance something could happen, it will happen. Hope this helped you understand that your proof isnt exactly proof. It still might be rigged, but i see no information that is convincing enough for me to believe it is rigged.
