You miss the point entirely. Obviously, % is % which is the exact stance I am taking. Because of the massive healthpool the Sith Raid had, the % damage did what it does... deal a percentage of that hp. Why nerf it in first place if it is „just %“?
It‘s solely about the „hard numbers“ you describe. 20% of 1 google is way more - in relation - than 20% of 1 million. They stated themselves, that JTR teams have been performing fine in general, but the damage in relation to other teams in STR was too high... How can that be if it is just % ?... relativity....
Before the new changes, JTR teams have been de facto nerfed by the reduction of damage Expose deals.
Now, they have been nerfed de facto again by an amount of 95% to 50% as those are the rates, the Sith Raid‘s HP has been reduced from T1-T6, depending on what Raid Tier you operate.
An simplified example of your reasoning would be:
Boss:
Okay guys, we got a massive new project for you to work on! Those of you who are qualified XYZ workers will earn 40% additionally of the total work hours you clock in!
Worker:
Yaaaay! Gotta work on that bonus!
*one month later*
Boss:
Okay guys, we realized that the XYZ workers are working too well! We need to cut that bonus to 20% because work gets done too fast!
Workers:
Booo, you promised me huge bonuses when you hired me and told me to put in that extra effort to earn that XYZ certificate!
Boss:
Yes, true! We‘re sorry but trust us! It‘s better for the project in general!
*6 months later*
Boss:
Okay guys, we realized the workload is just too much! We will reduce the total worktime of this project by 50%! Be happy and content! You don‘t have to work as much any more!
Workers:
So... you cut my bonus - which is based on the total work hours - by half and now you cut the total hours by half as well? But now I earn even less than before!
Coworkers:
Shush, you need to be happy and content! You earn a 20% bonus! It says bonus so it must be true!
Boss *smiles*:
Here is your new colleague! He gets payed the same as you XYZ workers although he has lower qualification („just legendary“) and you know what? We added the 20% total work hours bonus simply to his payroll, no strings attached!
In all seriousness:
I fully understand that EA/CG is a company that needs to make money. But altering the way something is working (which people have payed for, because they have been promised something by the same company) SOLELY to introduce new content that basically does the same just more effective is shady business practice and obviously has and had nothing to do with the Sith Raid if that was their sole reasoning. (And it was pretty much their sole reasoning. JTR outperformed all other teams, which was due to the high HP. You know what might have worked as well? More defense, more protection,....)
While your JTR statement and the speed is true for heroic, it is still a -assumed- problem for maybe 10% of all guilds that actively are doing the HSTR.

The next raid released will have more HP than the last raid as well! That‘s pretty much a 100% given. You know what happens then? Yupp, in relation to normal damage, damage based on max hp will outperform normal damage again! So, Expose will need to be nerfed again... going from 0,02% to 0,01% in raids? But what after that? 0.005%? Expose needs an overhauled system or high health pool must be circumvented by other means like splitting it to more opponents...
Maybe something like 20% of current, rather than max health might work? So they outperform others at the beginning but lose momentum towards the end of each phase (also ties in nicely with what Expose is supposed to be... guerrilla tactics that surprise the enemy, leaving them vulnerable. Yet, that surprise effect wears off after some time)
