Fleet arena communication

why it's not possible to communicate with other players in the fleet arena as it is for squad arena or GAC?

The arena are a fair bit older than GAC. It is easy to guess that they were originally greyed out to suppress cooperation but it’s more likely that they didn’t want any messages flowing between people who hadn’t already agreed to be “friends”.
When GAC allowed communication everyone was surprised - and pleased.
