There are many proposals to give some characters to be fleet commanders:
- Jedi Knight Anakin as Fleet Commander of Resolute
- Admiral Yularen
- Captain Tarkin
- Amilyn Holdo
- General Hux
- General Grievous as Fleet Commander of Malevolence
- Cad Bane as Fleet Commander of a Separatist flagship
- ...
Cad Bane and Jedi Knight Anakin already have their own ships, so I highly doubt they will become fleet commander.
