Years ago when crystal income was moved to GAC from arena, the reasoning was said to be because of shard chats/mafias blocking others out and ruling the payouts. The same is true for fleet, so why hasn't that been moved over? I've tried for years to get into the fleet chat and can't get in. I'm lucky to get into the top 50 without getting sniped out. And yes, I do have all meta ships maxed, I just can't afford to do multiple refreshes for a 50 crystal payout.
Do not waste mats on r9ing that fleet...just run the triple attacker Levi formation and you're good. Malgus is the only good r9 on that fleet lineup...I never bought into the r9 SASS because there is a much easier/cheaper counter to the original lineup.
I'd like to see a revamp in TW in terms of design, and move fleet arena crystals to TW shard mafia's are toxic.

Short answer is that the 2nd reinforcement doesn't matter that much. Personally I like Scimitar even more than the Bomber/tank.
BUT... I didn't know about this strategy until I had pushed Levi to 7 stars, so I can't vouch for how it performs at 5 or 6. If you need more detail, LMK.
