Fleet Shipments - Ships, Toons, or Zeta?

I'm stockpiling right now and only purchasing Slave 1...should I purchase Zeta materials? I hear the farm drop rate is awful. People with Zeta toons - did you buy them from fleet shipments and was it ...

Ships first. Farming zetas is good in addition to getting them or a chance to get them regularly. Omegas also drop
